Beijing Issues City Emergency Response System Plan

Beijing recently issued a Disaster Relief and City Emergency Response System Plan for its 11th five-year development cycle.
Beijing Daily reports on Monday that the plan sets out a "3 plus 2" emergency management mode for the period between 2006 and 2010. The “3” signifies the establishment of City Emergency Management offices, District Emergency Management offices and 13 Special Emergency Control Centers in the capital. And “2” is for City Emergency Alarm Service Centers and City Non-emergency Help Centers.
Thirteen main projects are set to be finished during the next five years, including Emergency Control Platforms, City Emergency Evacuation Venues and Exclusive Equipment and Material Storage for Disaster Relief.
Until now, 28 City Emergency Evacuation Venues have been built in Beijing.
The plan aims to build a comprehensive public safety system in the capital, to guide the prevention and treatment of various events, including natural disasters, accidents, and issues of public health or social safety concern.
Scientists Find No Serious Melting of Glaciers in
The glaciers in the region are melting comparatively slowly, said Zhang Wenjing, a leading scientist on the international Himalaya expedition team.
In the 1980s, some overseas experts forecast that the Himalayan glaciers would melt completely in 50 years, and experts in China predicted that glaciers in west China would disappear around the year 2020.
Zhang, who is from the Chengdu Institute of Mountain Hazards and Environment under the Chinese Academy of Sciences, said "those predictions may be excessively pessimistic -- so far glaciers in the middle and eastern part of Himalayas have not shrunk on any large scale."
"If that was the situation, the lakes under the glaciers would be flooded," Zhang said.
The globe is warming, but the glaciers in the Himalayas and other parts of western China will not melt in the coming decades and even hundreds of years, said Zhang.
Zhang said that another widely-reported forecast -- that the icecap in South Pole would soon melt totally -- is also too pessimistic.
The Antarctica icecap measures 13 million square kilometers. With a temperature 30 degrees centigrade below zero, a lot of heat is needed to make it melt, Zhang said.
He said that the Earth's temperature will not rise indefinitely, and a new "cold period" will come in several hundred years.
At the end of 2004, China had more than 47,000 glaciers, covering an area of 59,000 square kilometers.
The team launched the month-long expedition on Monday. There are 12 Chinese and seven foreign scientists from India, Nepal and Bhutan in the team.
The researchers will compare the physical geography, physiognomy, geology, ecosystem and economic development of the southern and northern slopes of the Himalayas.
Traditional Chinese Medicine in Tanzania
Judged by its external features, anyone would be inclined to take the room as a typical Chinese pharmacy in China.
Yet it is just located at Muhimbili National Hospital in Dar es Salaam, Tanzania, where traditional Chinese medicine has been in use since 1987.
Favuma, a typist from the town, named the dried cuts and slices of herbs inside the drawers as if she were a Chinese traditional medicine practitioner.
"Huang-Qi, Dang-Sen and Huang-Qin," the names she pronounced sounded pure Chinese, in reference to three kinds of medical herbs.
Favuma knew them well because she has taken Chinese traditional medicine for 11 years to contain the HIV virus in her body from deteriorating into full-blown AIDS.
Along with the traditional medical herbs from the Orient, Chinese traditional medical practitioners started to come to Tanzania in 1987 after late Tanzanian President Mwalimu Julius Nyerere had invited them to help prevent the spread of AIDS in his country with traditional Chinese medicines.
Yang Fengzhen, a herbalist doctor from the Chinese Academy of Traditional Chinese Medicines, said Chinese thought AIDS were jointly caused by the invasion of wrong and bad Qi (Qi is a flow of vital energy in the human body) from outside the human body and unintended discharge of right and good Qi from within the body.
The Chinese traditional medical practitioners working at Muhimbili, therefore, have been trying to redress these two problems together with different tried-and-true formulae of herbs.

"We planned to start with treating asthma, high blood pressure, diabetes, rheumatism, and some women problems," said Yang.
"We have brought some Chinese traditional herbal medicines here to serve this purpose," the doctor said.
"Though tasted bizarre, the decoction of Chinese herbs is really good at relieving abdomen pains, stopping cough and severe diarrhoea," Favuma commented as she felt better and better with taking Chinese traditional medicines.
"I have even put on some weight since I tried Chinese herbs," she said.
Medical analysis showed that the Chinese formulae are 40-50 percent effective in reducing the amount of HIV virus and increasing the number of CD4 immunization cells in the human body.
What's more, the Chinese herbs are much less expensive than other anti-retroviral drugs as they cost an average of 1 U.S. dollar for a day's dose and treatment.
"That is real good news to us," said Favuma. "We cannot afford expensive drugs."
According to Yang, for most of the Tanzanian patients who resorted to Chinese traditional medicines, the Chinese herbal formulae have been used as an intermediary medication between the diagnosis of HIV infection and the life-maintaining final treatment of full-blown AIDS.
"I thank the Chinese doctors for the past 11 years," Vavuma said. "I have not only survived this fatal disease but also been able to continue to work as a typist to support myself and my family."

Mesothelioma is a rare form of cancer in which malignant (cancerous) cells are found in the mesothelium, a protective sac that covers most of the body's internal organs.
How common is mesothelioma? Over 2,000 new cases of mesothelioma are diagnosed in the United States each year. Mesothelioma occurs more often in men than in women and risk increases with age, but this disease can appear in either men or women at any age. See statistics for more details.
What are the risk factors for mesothelioma? Working with asbestos is the major risk factor for mesothelioma. A history of asbestos exposure at work is reported in the majority of cases. Who is at increased risk for developing mesothelioma? Since the early 1940s, millions of American workers have been exposed to asbestos dust. An increased risk of developing mesothelioma was originally found among shipyard workers, people who work in asbestos mines and mills, producers of asbestos products, workers in the heating and construction industries, and other trades people. Today, the U.S. Occupational Safety and Health Administration (OSHA) sets limits for acceptable levels of asbestos exposure in the workplace. People who work with asbestos wear personal protective equipment to lower their risk of exposure.
There is evidence that family members and others living with asbestos workers have an increased risk of developing mesothelioma, and possibly other asbestos-related diseases. This risk may be the result of exposure to asbestos dust brought home on the clothing and hair of asbestos workers.
What are the symptoms of mesothelioma? Symptoms of mesothelioma may not appear until 30 to 50 years after exposure to asbestos. Shortness of breath and pain in the chest due to an accumulation of fluid in the pleura are often symptoms of pleural mesothelioma. Symptoms of peritoneal mesothelioma include weight loss and abdominal pain and swelling due to a buildup of fluid in the abdomen. Other symptoms of peritoneal mesothelioma may include bowel obstruction, blood clotting abnormalities, anemia, and fever. If the cancer has spread beyond the mesothelium to other parts of the body, symptoms may include pain, trouble swallowing, or swelling of the neck or face.
How is mesothelioma diagnosed? Diagnosing mesothelioma is often difficult, because the symptoms are similar to those of a number of other conditions. Diagnosis begins with a review of the patient's medical history, including any history of asbestos exposure. A complete physical examination may be performed, including x-rays of the chest or abdomen and lung function tests. A CT (or CAT) scan or an MRI may also be useful.
A biopsy confirms a diagnosis of mesothelioma. In a biopsy, a surgeon or a medical oncologist removes a sample of tissue for examination under a microscope by a pathologist. (See Pathology Diagnosis to learn why some patients request a second opinion.)
Mesothelioma is described as localized if the cancer is found only on the membrane surface where it originated. It is classified as advanced if it has spread beyond the original membrane surface to other parts of the body, such as the lymph nodes, lungs, chest wall, or abdominal organs.
What is the conventional approach to treating mesothelioma? Treatment for mesothelioma depends on the location of the cancer, the stage of the disease, and the patient's age and general health. Standard treatment options include surgery, radiation therapy, and chemotherapy. Sometimes, these treatments are combined. Surgery - Extrapleural pneumonectomy in selected patients with early stage disease may improve recurrence-free survival, but its impact on overall survival is unknown. Pleurectomy and decortication can provide palliative relief from symptomatic effusions, discomfort caused by tumor burden, and pain caused by invasive tumor. Radiation/Chemotherapy - The use of radiation therapy in pleural mesothelioma has been shown to alleviate pain in the majority of patients treated; however, the duration of symptom control is short-lived. Single-agent and combination chemotherapy have been evaluated in single and combined modality studies. The most studied agent is doxorubicin, which has produced partial responses in approximately 15% to 20% of patients studied. Some combination chemotherapy regimens have been reported to have higher response rates in small phase II trials; however, the toxic effects reported are also higher, and there is no evidence that combination regimens result in longer survival or longer control of symptoms. 3
Alimta - The only FDA approved chemotherapy for malignant pleural mesothelioma (in combination with cisplatin) is pemetrexed (Alimta). In the key clinical trial that led to its approval, Alimta was combined with another chemotherapy drug (cisplatin) and compared with cisplatin alone. The patients who received the two drugs (Alimta and cisplatin) had their cancers progress (grow/spread) in 5.7 months (median). The patients who only received cisplatin had their tumors progress in 3.9 months (median). The median survival for the patients who received both drugs was 12.1 months versus 9.3 months for cisplatin only. 4
For some physicians, these therapeutic gains are not impressive. For example, some have written, "For the treatment of mesothelioma, there is little evidence that current therapies (chemotherapy, radiation, surgery) provide significant benefit for survival or quality of life.[R]adical treatments, occupying the 3 months after diagnosis, can take up the best 3 months that the patient might have had.Malignant mesothelioma has largely defeated treatment..."5
