Beijing Issues City Emergency Response System Plan


Beijing recently issued a Disaster Relief and City Emergency Response System Plan for its 11th five-year development cycle.

Beijing Daily reports on Monday that the plan sets out a "3 plus 2" emergency management mode for the period between 2006 and 2010. The “3” signifies the establishment of City Emergency Management offices, District Emergency Management offices and 13 Special Emergency Control Centers in the capital. And “2” is for City Emergency Alarm Service Centers and City Non-emergency Help Centers.

Thirteen main projects are set to be finished during the next five years, including Emergency Control Platforms, City Emergency Evacuation Venues and Exclusive Equipment and Material Storage for Disaster Relief.

Until now, 28 City Emergency Evacuation Venues have been built in Beijing.

The plan aims to build a comprehensive public safety system in the capital, to guide the prevention and treatment of various events, including natural disasters, accidents, and issues of public health or social safety concern.
